Jolayne Devers
President and Partner - MBA, CPC, CPC-H, CPC-P
Jo has spent more than 35 years working across every major sector of healthcare, including medical device companies, commercial payers, and provider organizations. That breadth is rare, and it shows in her work. As a Certified Professional Coder (CPC, CPC-H, CPC-P), Jolayne brings a level of technical precision to reimbursement strategy that most advisers simply cannot match.
Jolayne's expertise centers on medical device and biopharmaceutical reimbursement optimization and market access strategy. She has established numerous Medicare payment mechanisms and successfully obtained CPT, ICD-10, and HCPCS codes for emerging technologies. That work directly determines whether a product gets paid. She provides CPT, RUC, and strategic consulting to the American Society of General Surgery, and has taught national reimbursement programs for HMP's Wound Clinic Business.
Jolayne is also an adjunct faculty member in the Medical Device Reimbursement program at the University of St. Thomas, where she earned her MBA. She holds a BS from the University of St. Catherine.

Mark Domyahn
Partner - MBA
Mark brings more than 25 years of healthcare expertise spanning medical technology, provider reimbursement, and health economics. Before joining JD Lymon Group, Mark founded Pursuance Consulting, where he delivered reimbursement and health economics strategy to companies ranging from early-stage startups to Fortune 500 organizations. That experience gave him fluency in both the urgency of a pre-revenue company and the complexity of a scaled enterprise.
Mark has held leadership roles at Medtronic, Restore Medical, CardioMEMS, and Zimmer, with deep experience across heart failure, cardiology, neuromodulation, orthopedics, and sleep disorders. He has established incremental Medicare payments for numerous new technologies, a track record that speaks directly to the bottom line of any medical technology company navigating market access. Mark is a frequent national presenter on reimbursement and health economics strategy.
He holds an MBA from the Wharton School at the University of Pennsylvania and a BS in Accounting from Minnesota State University Moorhead.

Carla Monacelli
Partner
Carla has more than 35 years of experience in reimbursement, healthcare policy, and government relations. She has served in senior global roles across the industry, including Global Vice President of Government Affairs and Market Access at Nevro, VP of Government Affairs and Market Access at LivaNova, AqueSys, and Torax Medical, and Executive Director of Healthcare Policy and Reimbursement at Allergan. Earlier in her career, she co-founded Argenta Advisors and served as Managing Partner from 2002 to 2013.
Carla has been involved in the launch and reimbursement strategies for hundreds of medical technologies, contributing to multiple successful exits. Her particular strength is integrating healthcare policy and reimbursement into the overall business plan, ensuring that regulatory and coverage strategy is a competitive advantage rather than an afterthought. She is a national speaker on healthcare policy and reimbursement.
Carla holds a BA in Political Science from the University of Minnesota.

John McInnes
Partner - MD, JD
John sits at a genuinely rare intersection. He is a board-certified ophthalmologist who is also an attorney with more than two decades of healthcare reimbursement and compliance experience. John joined JD Lymon Group in August 2025 and is based in Rockville, Maryland.
John spent eight years as Counsel at Arnold & Porter, advising pharmaceutical and medical device companies on reimbursement and compliance. Before that, he served more than seven years at the Centers for Medicare & Medicaid Services (CMS) as Director of the Division of Outpatient Care and the Division of Practitioner Services and CMMI. Those roles gave him direct, inside knowledge of how coverage and payment policy is actually made. Earlier in his career, he was an associate at Arnold & Porter and completed a fellowship in Cornea and External Disease and a residency in Ophthalmology at UT Southwestern Medical Center.
John holds an MD from Duke University School of Medicine, a JD from the University of Texas at Austin, and a BS in Chemical Engineering from Carnegie Mellon University.

Amanda Cassidy
Partner - MPP
Amanda is a health policy and government affairs specialist who joined JD Lymon Group in August 2025. Based in Richmond, VA, Amanda brings a combination of public-sector experience and private-sector advisory work that meaningfully strengthens the firm's policy and regulatory capabilities.
Amanda served as a Health Policy Adviser at Arnold & Porter and as a CMS official, giving her firsthand experience on both sides of the policy process. Her background in health policy and government affairs helps JD Lymon Group clients get ahead of regulatory shifts rather than simply responding to them.
Amanda holds a Master of Public Policy from William & Mary and a BA in Economics and Foreign Affairs from the University of Virginia.
